You didn't get it I think Mear does not have to pay OWCP, is the other way.
Most likely OWCP has a better distribution deal (as already anticipated by ML guy by the way) so to avoid to pay royalties to MEDMAR they paid back the loan: I think it is justified considering today PPS it is much easier for them to raise 300k without the drawback of royalites.
I expect new distribution deal to follow in the weeks to come!
