A couple of thoughts on the NWS and where that money went.
First, could Watt stop the NWS? Let's say he did. Doesn't that violate the current contract regarding the senior preferred stock and the explicit government pledge to provide us funds if necessary? Heck, we could keep an entire year's worth of NWS money but that would NOT recap us - would it? So, at the moment, I don't see how Watt could single-handedly violate the current agreement without putting the twins in danger.
As for where the NWS monies went? No, we can NOT track the money from the NWS to Obamacare or anywhere else. However, what that money could have done was provide cover for a potentially worsening deficit caused by Obamacare. People comparing the budget inflows and outflows would not have noticed much of a difference because the NWS monies could have covered whatever Obamacare cost. So, you can't prove that the NWS money paid for Obamacare OR a new fighter/ship/stretch of highway. But the deficit didn't increase because of those expenses, either - because we cranked in the NWS money.
