Irish article mentions VSP... If this is what Intel is doing it is anything but Draconian. It certainly explains why the number is not known. With VSP (voluntary seperation program) it is just a way to accelerate attrition by offering money to leave. When Intel has done this in the past, not everybody was eligible either.
