He just doesn't want to deal with all the paperwork if he goes over 10%.

Buffett'sBerkshire Hathaway Inc <BRKa.N> on Wednesday said it withdrew its application to the Federal Reserve to boost its ownership stake in Wells Fargo & Co <WFC.N> above 10 percent, and is instead selling 9 million shares to keep it below that threshold.
