As you probably know, late last year the government totally restructured the laws governing all types of ownership and leasing of land. They basically are trying to "westernize" their system. All the current laws and recognized contractual forms are posted in any of the Saudi Business news organizations as archived documents as well as in some of the Mideast commercial realestate firms websites.

The changes allow companies like the S.Bros/Consultech to do business from there...pretty much unrestricted. Which might partially explain the timing of this whole thing: A better business enviornment. IMO.
