Apps that are available are available to anyone in any country anywhere anytime. Unless you live in a communist country that regulates your content.

You don't even need to take my word for it. Per World Moto, HailYes is available for iOS and Android. And also per World Moto it's available to anyone, anywhere. They said it not me. We know that it has been dropped from both. Saying you have to live in Thailand and be using a Thai phone is actually a little comical. Something I would expect from the red sweater guy.
