True its perplexing. Earlier It's been mentioned they could do all developmental experiments on a reactors reducing R&D time and reducing R&D to production path time etc., OR may be they had to do this way as changes were above reactor tolerance? Once everything is proven from batch runs the reactor's software & hardware being optimized/upgraded and ready now?
