The question seems to be, do they want to buy now while the price is low... OR do they want to buy at a strategic timeframe which will cause much more PPS appreciation due to their buying (i.e. after the audit, or after OTCBB, or after form 10)?

If their goal is to cause maximum price appreciation due to their buying in and of itself... then they'll contine to wait. We don't seem to be in position right now for higher buying volume to cause a major run, for whatever reason. But once the audience is widened and/or credibility is heightened (audit) then big buying could cause a real frenzy.
