I think the reason was too many people not understanding how the orders work.
Limit guarantee price but not trade
Market guarantee trade but not price.

People put a market order at .01 and the mm sells at .02.
Causes complaints.

Limits force the blame on the buyer not the mm.

Limit orders are the only trades allowed on etrade for otc stocks or stocks under $1.

It's screwed me more than once.
