IMO..the A/S has already been increased..just not announced.

HWAL's last disclosure in January admitted the O/S was over 190 Million as of 12/31/16. That means the reported A/S was virtually maxed out ..and that was over 2 months ago. Management isn't required to come clean until mid-April. By then the damage will be done.
