I see this mismatch of $3 vs $16 too.
The current PPS isn't lying. During the last 2 decades we have seen a lot of financial crises and over-reaction of markets which was powered by tremendous falling prices from over the cliff. However at the end prices of shares were pushed to the same level where it was before the crash.

I believe that Seeking Alpha did excellent job by investigating GSE's finances but they are people and human makes mistakes too.
