in my opinion they could easily raise for 1$ ..looking at the cobalt price and past share value...BUT i dont know about any FAIR value. What would be the fair Market Value of the company if the mine is in production and all produced material would be sold ? Where could we be in 2 years from now ? What are your targets and why ?
