Not games. It's about being correct when speaking as to not mislead or pass on false information to propagate.
Finra doesn't approve a RS and announce a date.
The company tells finra that they are doing a RS effective on xxx date of record.
Finra then handles the split based on the paperwork the company gives them.

If there is a delay it is the fault of the company not doing the paperwork.

Now once they are done with the RS, IGEX will file a S1. That must meet SEC requirements and be approved.
I have seen S1 filings take nearly a year before. During wich the company must be in a silent period. This would mean that by law Dan couldn't tell you anything at all.

So if you are talking about SRSR shareholders receiving their shares in IGEX by the end of Feb I would feel pretty safe to take that bet.

I would doubt that the "finra approval" for the igex RS will be done by then either.

I am almost willing to bet that the deal is a no go completely simply because any deal is being made with a company that is not licensed to do business anywhere.

Not to mention I have no problem admitting thar I lost a bet if I do.
