My interpretation of that is that we're just talking about 25% of total number of shares that has to be owned by the public and not 25% of the voting rights. So the current structure should be ok according to this.

I'm pretty sure I looked into this a while ago and also found something that limited controling rights through A-shares but don't know where. A real shame if they have changed the listing requirements.
