Put in perspective against your daily PPHM naked shorting reports from FINRA this Short Interest, as long as it is below 5Mil Shares (about 2% of outstanding common) is meaningless.

It will fluctuate and largely depend on the situation on the closing date which may even be drastically different from that of the day before and after.
