Charles Manson is nott eligible for a Presidential pardon. He is nott being held for or CONvicted of a FEDERAL crime, therefore the President has no pardon authority over him.

Only the governor of the State of California has pardon authority over CONvicts convicted of state crimes such as homicide or other state crimes.

The US Presidential pardon authority only extends to FEDERAL (incuding military) crimes.
