The ADXS insiders' compensation is not altered by their purchasing restricted stock; if they did not purchase, they would simply keep the cash they have to cough up to buy the stock.

To the extent that insiders prefer stock (at the current market price) to cash, I don't see how it can be construed as non-bullish.
