Yes Samsung has demonstrated that, but it's also been shown that while the performance of their set is great, it still lags behind that of Cd dots. Until RoHS outright bans Cadmium 100% it'd make sense to continue using <100ppm Cd if the performance beats that of Samsung. There are lots of display makers out there that will continue buying the highest performing material regardless of 0ppm Cd or <100ppm Cd.
