At the current moment there is no "date" when cadmium will 100% not be allowed. The current RoHS exemption allows amounts of cadmium over 100ppm. This is set to expire in July of this year.

After the exemption expires, cadmium will still be allowed but must be below 100ppm (http://www.rohsguide.com/rohs-substances.htm). In the future RoHS might look into completely (0 ppm) banning cadmium, but at that point it would begin to have an affect on multiple industries, not just QD displays.
