Found a candidate. Symbol CSCA. According to pinksheets.com they only have 2 million shares outstanding, no S-8s filed and trading at .05 ask. See link below:

I ordinarly don't like mining stocks, but the company is active, and right now are at their 52 week low. They have a couple of press releases that sound promising also. I'm going to keep a close eye on it.
I use smallcapcenter.com to view the press releases:

Smallcapcenter.com says they have more than 2 million shares, but I feel that is a mistake since I cannot find any evidence of the extra shares.
