This is the settlement part: both parties trying to find a settlement with the judge acting like a mediator but with legal powers: there is a settlement proposal
In the table and the judge is telling one of the party that the settlement proceeding will stop on 14th if they do not agree with the proposal that is on the table. In other terms : "stop playing , either you truly want to settle or we stop this and the court will rule on the case with the risk you know"
