issuing stock is how you build up the capital reserves - not on a hoped for future stream of NET income
now - I repeat myself - but I would expect the GOV to use its warrants - if done right now under BO
25% goes to that community housing company that would then sell them over 5 10 years to raise "private" money to subsidize ... for working families say below 100K a year in income
the rest would be sold in the market - with all proceeds from such sale (dilution) to go F and F for capital purposes
stop the NWS
call the Senior Preferred Shares paid off (bought back)
sell the warrants or 75% of them (exercise and sell the stock to be exact) and use all proceeds to shore up F and F
