9.5% stake in REXX! Why do I believe FRANLIN has increased their holdings, because of the "UNUSUAL" HIGH VOLUME" it is not all investors creating this heavy volume. I believe someone(FRANKLIN) is buying in the open market. At .35/.50, REXX is a steal!
