I fail to understand how anyone can live in the U.S. and not have a picture ID.

They can't drive or buy a car, open a bank account, fly on a plane, see a doctor/dentist, depending on your age, buy alcohol or tobacco, get food stamps, welfare, Medicaid, Social Security, apply for a job or unemployment, rent/buy a home, get married, buy a gun, or rent a hotel room.
