Exactly. The Clinton Foundation was originally set up to help Bill Clinton with legal costs associated with Monica Lewinski and the other women who accused BC of sex crimes/adultry/groping/etc.

After the Clintons paid hush money to all the gals he "did not have sex with", then Hilary built up a huge campaign election fund, as they had many people who "owed them one" for giving them lucrative contracts.

This big money hushes up a lot of people. People will keep their mouth shut for the right amount of money. Of course, if they can not be bought off, then they can join the list of the many Clinton haters who mysteriously committ suicide under very odd circumstances.
