The way I read it they got the $5Mil first and now another $3Mil to start with under the $48Mil IDIQ contract...

Fiscal 2016 research, development, test and evaluation (Navy) funding in the amount of $3,032,993 will be obligated at time of award, and will not expire at the end of the current fiscal year.
