It goes back to when we had an inventory problem. If they were going to give new subs all the first run flicks then they'd have been delaying the old timers. Also, to insure they'd get at least a turn-around during the trial period they had to have flicks that were available. There again, if they set the new ones aside for the new trial subs the old timers would suffer. So, make up a limited selection of flicks so you can at least know you'll be able to send out the first 3, to show people how the system works, and get at least a turn-around within the trial.
IMO, until they learn how to milk the system, odds are newbies will stack their queues with 1st run and get slowed service.
