The Determination of Applicability is a simple form and a check for $2K. And CDNL has not filed one.

KJ has also said that the purpose of the mine water treatment is to use the water in processing of tailings (to recover gold). There is no money in mine reclamation and no motivation to do it, especially when it is not being required by anybody.
