I don't need to call E*Trade Knowntobe because I use their Pro Platform. I can see an option to short sell CGRA in my Order window this morning. This means E*Trade has shares to short.

E*Trade requires just $2,000 to open a Margin Account, which one must have in order to participate in short selling. How one person funds and manages their margin accounts is their business.

I know retail traders that have used E*Trade to short sell penny stocks.
