..the stock is being MANIPULATED ?
It is easy to see this stock price manipulation and like you say, SOME know exactly how to get around the 5% ownership disclosure but it looks like and I HOPE Peregrine is weaving their way around this and tracking stock ownership ==> via their new transfer agent Broadridge. Now Peregrine I assume has the ability to track on an ongoing basis WHO is behind the accumulation and one possibility is they are in talks with this group and is it possible that there is a certain percentage both sides have agreed upon and once that % is reached, then a deal can be finalized?
I am leaning towards some family group trying to increase their % holdings in a way where they were trying to keep it hidden from Peregrine and this is the reason why Peregrine changed transfer agents to stay a step ahead.
Finally, it can be requested via Broadridge to disclose the NOBO shareholders and I'd like to see as much disclosure as possible from Peregrine / Broadridge...etc before the time--- and certainly during the period where any partnership/buyout goes public. Some info below and yes, Broadridge just said that the list of shareholders is available.
IF it goes public that there are 75 or so .5% - 4% shareholders, that is something that analysts can't ignore and we shall see...

Since "Broadridge" is the transfer agent of Peregrine, I think this is a nice link that shows that change has already been considered back in 2010 and with the SEC, as shown here, are truly going after those that try to hide their 5%+ ownerships in companies and this shows that these acts may actually force the SEC to side with companies such as Peregrine, in weeding out and confirming there are no agendas at stake with all those broker non-reporting, 97 million shares.

This whitepaper discusses many aspects of shareholder voting, privacy and should Peregrine have the right to know all their shareholders? I say yes in this circumstance... especially with all the mounting evidence over the past couple years, along with the SEC seeing that this is becoming a problem, along with tax dollars being lost for respective countries..etc..etc.
