It depends on what your definition is "win" is, to paraphrase a recent President. Even if all the insurgents are killed and all the militias are disarmed, how can we win if the majority Shi'ites give us the finger and sell all their oil to the Chinese. Wouldn't that be a fitting end to the matter >
