Lack of funds has absolutely nothing to do with the share issuance. The balance sheet is very easy to read and understand if one bothers...

The shares were used to pay down debt that was incurred to buy and legally defend the Chicago Charging Network. A multi million dollar asset acquired for under 100M shares was a bargain in my book!
