I had never heard the term "painting the tape" until TFN brought it up here.
Funny, but the way he's been using the term here (and accusing others in the process) doesn't even fit the definition, i.e. you need high volume to create the illusion ....well, we haven't had a high volume problem for quite some time ...hehe.

On the other hand, your points about management filing delays are well-taken.

Regardless, PTT and management delays will soon all be a moot point.
