No problem there, as in 2014 they did. It's as much a reporting requirement by Charity Navigator as a problem for the Clinton Foundation and it's atypical set-up.

The Clinton Foundation does receive ratings from other charity evaluators. For example, Charity Watch
rates the Clinton Foundation an "A" while Guidestar gives it a gold-level rating for transparency.
