Of course the government is tied to the GSEs. The government created them in the first place.

The root cause of the problem was the Government itself. The banks only did what the Government encouraged them to do. Then like all "good" politicians, they go back and penalize the banks for what Duh Govment encouraged them to do in the first place. It's called skapegoating.
