Well I think what they were saying is that 17.5 efficiency in their lab is equivalent to low to mid 20's in a large manufacturing plant where they have processes where the equipment is too expensive for natcore to buy for their purposes. This is the whole point of them hiring NREL or whoever it will be to take their cell to that level so they have proof of where the efficiency can be at.
