You're kinda correct, for a couple of weeks or so.

After a phone call to my favorite dispensary and a quick read of your most current posted link;

Dispensaries are still able to sell the extracts they have in stock as well as all concentrates as they have always been allowed. Processors have been temporarily disrupted as new regulations go into effect which will start processing extractor applications April 1st.

Most mj shops in Oregon offer house made pre-rolls with their own logo affixed to the package. There are also numerous professionally branded and advertised PACKS of Branded pre-rolls available to dispensaries by other companies. KAYS has not re-invented the wheel here folks

Finally, to reiterate, in the two recreational mj legal states sales of professionally packaged pre-rolls make up about 5% of the overall mj sales. So even if they looked pro, which they don't, not a big deal.
