Yes FDA is final authority that approves everything.

However in the interim period - for visibility these steps are needed.

I have 2 other biotechs - ARTH - CTIX - both have new class of drugs and promising early results - however no market visibility for products as the results are not considered scientifically vetted (even though some of the products got fast track, orphan drug designation)
Both are lagging in price.
