Obviously you have never been part of any company or organization that was developing products. They always and I mean always give presentations about what the future product or service is EXPECTED to do even when the product or service has not been developed. So when Hillary went out there and discussed the framework of TPP she was doing what any intelligent person would do and that is explain what is expected in the agreement.
