Not necessarily... I always appreciate a level headed discussion. "At a rate" pertains to over a period of time or length. The holder of this document could sell 136,000 shares this month and that would be a rate of 17,000 shares a month since he/she signed the contract.
At the end of the day, it does not matter as we don't know how many shares this individual has sold. It could have been 18.8k a month or it could have been none.
No way to verify unless this private investor decided to speak up. or the company could request from the DTC to see how many shares have been sold.
Either way, none of my business... I don't even know how this document pertains to the business of BHGI.
