I think your .03 is much more likely. It is obvious that someone is accumulating NTEK shares in a big way and has been since 12/14/15. They are buying all the shares the shorts are willing to sell in their trading range hence the floor in the price. My only question is who is the buyer> Is it the company, a competitor or just a whale who is building a huge position and likely will be on our Board of Directors. My first choice of course would be the company but regardless of whom it is I hope they pull those shares in certificate form! Go NTEK!!!
