I think the more dispensaries that threaten to open the more pressure that is put on Trudeau, Blair, and the rest of the federal government to act on their plan. (Which isn't necessarily a bad thing)

Legal mail order weed from LPs only to registered customers in the meantime until the provincial/municipal distribution framework is agreed upon makes more and more sense to me. It could be announced and implemented almost immediately and the feds could give guidance to the police from there.
