Sure I have, pyrolysis is a great idea! Its been kicked around by every university agency and backyard chemist for years but without modern technology it hasnt worked so well.
There is a guy in Chicago who had his own garage creation who made his own type of pyrolysis processor and because of his garage he had a lot of tires piling up. Instead of paying the tire guy to take away the tires at a dollar a piece, he melts them into oil which has a reasonable viscosity fluid enough to not gel in certain heating fuel lines. I would guess with the excess motor oil hes collected it could be his version of a HTF that this company uses. Used oil is used oil.
Anyway, someone in that area meets someone in the Texas area and a deal is struck. He sells his system to another tire recycling entity in Texas who has ties to a public company that is also loosely tied in the oil and gas petrochemical type of services field. In reading the news from this company about their new pyrolysis method, it triggers pyrolysis news. So far nothing has really materialized beneficial to its shareholder base. This un permitted garage invented machine in its home state within a few months becomes a publicly traded company in Texas that hasnt had any of their published accomplishments become anything more than a headline. They've had lawsuits and slaps on the wrist, sanctions and other things happen just like this company has, Are they a scam? I dont know. I was under the impression and its witnessed daily via their boisterous headlines that the SEC usually closes down scams.

Plastic2oil makes a good ASTM product is State permit compliant but lacks a CEO who can make things happen other than from what I can see is demoralizing his shareholders. He's opted not to assemble a board of directors to protect shareholders interests, hasnt had a AGM in close to 2 years (thought the SEC was up on that).The money making plant you own isnt making the fuel it was built for? He's keeping the lights on through self funding for what reason. There's got to be a reason to his madness but unlike previous CEO's this company has had, he must stutter during public speaking being embarassed by the impairment

There is Agilyx who was private and now defunct. Waste management isnt interested in it anymore. Neither is WestRock.
So yes, there are scams out there based on really good idea's
