It was a future statement. We were going to in 2015 but prior to all the documentation being in place we were savaged by the libelous Mako article and have been unable to maintain a $2+ stock price since then. Simply an unforeseen delay. It will come with patience.

What was he referring to when he lied to the world about menon's disappearance at the conference?

This was cleared up at the shareholder meeting. I assume you simply just missed it and are not just fabricating false stories. They were both traveling and communication was unclear. Leo was doing his best to answer a question with the info he had at the time. This event also did not have anything to do with the financing of the company or the pipeline, simply the status of one of the employees.
