So basically, NWAV hands out these cards for free to the schools for example-- then the schools sit with the parents of children and get them to purchase a card, which will then be used by the parent to buy things. Then, a little bit of money is transferred back to the school that issued the card, and a little bit of money is also taken out so NWAV can make money.. I have a couple questions.

1. Does the money get taken out of the parents balance on the card only? Or is the store they purchase things at supposed to donate too?
