fuagf -- I can't help but strongly suspect it was the government, which has conducted strikes against the Kurds fighting in Syria, sending a message and/or actually hoping to spur further unrest to provide an excuse for further (politically popular) crackdowns against the Kurds in Turkey (Elçi was awaiting trial for "terrorist propaganda" for having said in a television interview that the PKK isn't a terrorist organization)
