Just stating a fact, that's all. I'm not commenting one way or the other on it. For clarification: A monitoring well DOES produce at least a drop of water if it is drilled into an aquifer or other water bearing area. I think what you're referring to is the fact that a monitoring well can't be used for providing water to a business. A monitoring well can be converted into a production well, though, provided it meets the three criteria cited in this DWR resource:

At that point, the water CAN be used for business purposes.
