An 8K? SUTI is not an SEC filer...there won't be any 8K. it also appears that Jorge does not have access to the OTC market account so it's not like he can upload anything there.
If this was not Jorge...one would expect to hear from him soon.
I think it is a pretty safe bet that he actually wrote that.
