I know Obama rejects the no fly zone despite some of his advisors suggesting it. He would and the UN would rather see the poor Syrian people get the shit bombed out of them from all sides.
He much prefers the mass exodus of people out of Syria and Libya into Europe and all over the world including here which will bring its own set of problems.

Or like in the Sudan where the govt. is allowed to shell its own people.
