Well, if he was an incident commander, it's even more shameful that he has no clue as to what backfiring is! LOL!

Lines may also be created by backfiring: creating small, low-intensity fires using driptorches or flares. The resultant fires are extinguished by firefighters or, ideally, directed in such a way that they meet the main fire front, at which point both fires run out of flammable material and are thus extinguished.
